This is a Germanic belt knife with sheath as was commonly used from the late Iron Age up to the Middle Ages. 

Ideal for many uses including whittling, cutting herbs, pruning, skinning, etc. A sharp knife that can be safely carried in it’s leather sheath and hung from a belt or worn as you like.
